I suspect it unplanted strips in the row would make for a better seedved then one that has flail mowed residue, I can imagine that residue getting mixed in and interfering with the germination of tiny carrot seeds, you could crimp 4 weeks before seeding to allow a flush of weeds and then spray them off possibly?
