I’d recommend treating the cover crop like a crop, pun intended. As stated below, fertilize, irrigate, etc. If you’re concerned about germination, most reputable cover crop blends will come coated with an inoculant that works pretty damn well. If you’re in the Americas, try giving Green Cover Seeds a call. They’re legit in my experience and will help you craft a blend that’s appropriate for your situation.
Also, as stated below, not a bad idea to work with what you have growing there currently as well.
At the end of the day, I don’t think you should have to be thinking about growing some fruit trees on a 10 year horizon.
