Foliar do work with brassicas, I would suggest using a spreader sticker, and lower spray volumes, so you don’t add enough that it rolls off.

Brassicas also benefit from mycorrhiza, if not present, I would suggest inoculating.

Brassicas also respond very well to seed treatments and products applied at planting, I would highly recommend adding Mo at planting.
