If I understand right, you will be harvesting winter wheat, immediately planting sunflowers, and then broadcasting a cover when the sunflowers are up and coming.
At that point it will be late summer, and the warm season annuals will have a difficult time really performing. I think you would be better off with a winter legume of some sort. But neither do I know anything about raising sunflowers.
