We observe velvetleaf proliferating in soil where toxic liquid manure was applied. When the liquid manure is removed, velvetleaf fades after a few years. I seem to recall reading that it is associath fermentation of organic material to ethane and methane because of anoxic conditions. From Weeds, Control without Poisons, by Charles Walters.

I’d recommend treating the cover crop like a crop, pun intended. As stated below, fertilize, irrigate, etc. If you’re concerned about germination, most reputable cover crop blends will come coated with an inoculant that works pretty damn well.
